These two large
scale Moderne structures bear the hallmarks of the Whittaker era design
formula: palazzo forms, stepped and symetrical in organization and plan,
with traces of deco detail. The Richmond Pavilion was to have been finished
in brick, although this was never carried out. The Memorial Pavilion
was built for returning vets.
