This
soaring slab, one of the tallest ever to built in the City, set the formula
for the balconied tower block in Victoria. It also spurred public debate
which ultimately led to the downzoning of much of the neigborhood. The
lack of planning and viewscape analysis at the time of its construction
has unfortunately resulted in the degredation of numerous harbour views
of the Parliament Buildings where it seems to transfix Rattenbury's brooding
domed edifice.
