This was the only
serious attempt to create an office block version of Victoria's residential
walk-up, a popular apartment and motel building form of the 1950s. On
the East and West sides the offices open onto external balustraded galleries
at each level. Also unusual, and the subject of some debate when built,
were the North and South windowless slab walls. These were decorated
with mosaic tile murals depicting the historic and modern industries
of British Columbia, by Mexican artist Andres Salgo.
